To qualify for the scheme, both the employer and the prospective employee must satisfy specific conditions. Companies seeking access to the scheme must be certified by the Danish Agency for International Recruitment and Integration (SIRI), and must be covered by a collective agreement, have a minimum of 10 full-time employees, and be able to document a clean compliance record regarding Danish labour law.
Prospective employees must be nationals of one of the countries listed below and receive an annual salary of no less than DKK 300,000 (2025 level) for the position in question.

What are the implications for your company?
If the requirements are met, certification would provide access to a faster and more flexible recruitment process, enhancing competitiveness and providing access to qualified international labour without unnecessary delays.
The political agreement also reflects a wish for increased oversight of the construction sector, specifically with respect to ID card requirements. This matter will be addressed separately in dialogue with the social partners.
Because this initiative originates from a political agreement, it must be implemented through legislation. The legislation has not yet been adopted; however, BDO is monitoring developments closely. The scheme is expected to enter into force in 2026.
